Reproducimos posicionamiento y declaración del Congreso de los Pueblos Capítulo Europa respecto de las detenciones a los líderes sociales y Defensores de DDHH en Bogotá.

El Congreso de los Pueblos- Europa denuncia, pregunta y exige:
Continúa persecución y señalamiento contra los movimientos sociales y políticos en Colombia
El Congreso de los Pueblos- Europa denuncia ante la comunidad internacional, que el 8 de julio la Policía Nacional y la Fiscalía detuvieron a 15 personas en Bogotá a las que se les han imputado los cargos de “terrorismo, concierto para delinquir, daño en bien ajeno y rebelión”. Desde ciertos medios de comunicación y fuentes estatales se fragua un discurso señalándolos de ser miembros del Ejército de Liberación Nacional y los señalan como autores de los últimos atentados en Bogotá. Esta práctica es una versión judicial de “falsos positivos” que ante la presión de mostrar resultados los ha elegido como “chivos expiatorios” para justificar la represión.
Entre las personas detenidas hay feministas reconocidas por defender los derechos de las mujeres a decidir libremente, estudiantes, líderes y lideresas comunitarias, periodistas, filósofos, politólogas, hombres y mujeres jóvenes pertenecientes algunos a procesos organizativos como el Coordinador Nacional Agrario o el Tejido Juvenil Nacional Transformando a la Sociedad, TEJUNTAS. Hay también personas con trayectorias en la defensa de una educación pública y de calidad desde organizaciones como Identidad Estudiantil y la Mesa Amplia Nacional Estudiantil (MANE) y se incluyen también ambientalistas que están por el reordenamiento de la ciudad desde la mirada de un bien común, útil a todas las personas.
Un detalle más a resaltar es que varias (os) de las detenidas fueron amenazadas hace algunos meses por grupos paramilitares, Alexander Tibacuy, uno de los integrantes del CP fue detenido arbitrariamente el 23 de febrero y el 21 de enero fue asesinado Carlos Alberto Pedraza, líder de las marchas campesinas del 2014 quien era miembro del Congreso de los Pueblos. Estos hechos muestran una persecución planificada y escalonada contra nuestra organización ya que “el modelo” de hostigamiento se repite como ocurriera en el pasado con otras fuerzas políticas y movimientos sociales.
El Congreso de los Pueblos- Europa pregunta al gobierno colombiano:
¿Quiere el gobierno pactar la paz con la insurgencia armada mientras le declara la guerra a los movimientos sociales y políticos alternativos como el Congreso de los Pueblos?
¿Se mantendrá la estrategia del gobierno y sus medios de comunicación de acusar de vínculos con la insurgencia a las organizaciones sociales y políticas para justificar su exterminio o su inhabilitación política?
El Congreso de los Pueblos- Europa, presente en la diáspora colombiana, exige a las autoridades colombianas la libertad inmediata, garantías procesales y el respeto a la integridad física de los y las detenidas. El tratamiento dado a los integrantes del CP es antidemocrático porque niega el derecho a la oposición. No se puede avanzar en un proceso de solución a los conflictos si no se acepta la participación de las distintas expresiones políticas en los espacios democráticos y se les vulneran sus derechos a expresarse y trabajar por generar los cambios necesarios para modificar el Estado actual de desigualdad e injusticia. Como Congreso de los Pueblos exigimos garantías para la participación política, el ejercicio de la protesta social y la libertad de expresión en Colombia, y llamamos a la comunidad internacional a solidarizarse con nuestras luchas y exigencias.
Es fundamental que el sistema político y judicial colombiano respete y acepte la legitimidad de tener otras visiones y concepciones de la vida, la sociedad y la economía que beneficien a los y las excluidas.
Der Kongress der Völker (CP) Europa zeigt an, fragt und fordert:
Die Verfolgung und Anschuldigung gegen soziale Bewegungen und Politiker in Kolumbien geht weiter
Der Kongress der Völker europa beklagt vor der internationalen Gemeinschaft, dass am 8. Juli die Nationalpolizei und Staatsanwaltschaft 15 Personen in Bogotá unter dem Verdacht „des Terrorismus, Verabredung zu einer kriminellen Tat, Beschädigung fremden Eigentums und Aufstand“ verhaftet haben.
Über gewisse öffentliche Medien und aus staatlichen Quellen sickerte durch, es handele sich dabei um Mitglieder der ELN (Armee der Nationalen Befreiung) und um die Täter der letzten Attentate in Bogotá. Das ist im rechtlichen Sinne eine Form von „Falsos positivos“ (Falsche Positive), um gegenüber dem allgemeinen Druck Ergebnisse und „Sündenböcke“ zu präsentieren und damit die Repression zu rechtfertigen.
Unter den Verhafteten befinden sich bekannte Feministinnen, die sich für die Rechte und Selbstbestimmung der Frauen einsetzen, Studenten, führende Personen aus den Basisbewegungen, Journalisten, Philosophen, Politologen, junge Frauen und Männern, die sich an Organisationsprozessen wie der Nationalen Landwirtschaftskoordination oder dem Nationen Jugendnetzwerk zur gesellschaftlichen Transformation TEJUNTAS beteiligt haben.
Des weiteren Personen, die sich für die Verteidigung einer öffentlichen qualifizierte Schulbildung einsetzen wie die Identidad Estudiantil und die Mesa Amplia Nacional Estudiantil (MANE), außerdem Umweltaktivisten, die sich um eine Neuordnung der Stadt unter dem Gesichtspunkt des Gemeinwohls.
Ein Detail, das ins Auge sticht, ist die Tatsache, dass einige der Verhafteten einige Monate zuvor von paramilitärischen Gruppen Drohungen erhalten haben. Alexander Tibacuy, ein Mitglied des CP wurde am 23. Februar willkürlich festgenommen und am 21. Januar wurde Carlos Alberto Pedraza, Führer der Bauernmärsche (Marchas campesinas) 2014 und Mitglied des CP ermordet.
Diese Tatsachen beweisen eine organisierte und systematische Verfolgung unserer Organisation, als einer Wiederholung „des Modells“ der Feindseligkeiten wie es gegen andere soziale Bewegungen und politischen Kräfte in der Vergangenheit angewendet wurde.
Der Kongress der Völker – Europa fragt nun die kolumbianische Regierung:
„Wie möchte die Regierung einen Frieden mit den bewaffneten Aufständischen verhandeln, während sie gleichzeitig den sozialen Bewegungen und politischen Alternativen wie dem Kongress der Völker den Krieg erklärt?
Wird die bisherige Strategie der Regierung und ihrer öffentlichen Medien, soziale und politischen Organisationen der Verbindungen zum Aufstand beibehalten, um deren Auslöschung oder politische Disqualifikation zu erreichen?
Der Kongress der Völker – Europa, als Teil der kolumbianischen Diaspora, fordert von den kolumbianischen Autoritäten die sofortige Freilassung, Garantien für einen fairen Prozess und die körperliche Unversehrtheit der Verhafteten, Das aktuelle Vorgehen war undemokratisch, weil es das Recht auf Opposition leugnet. Es wird keine Fortschritte in der Konfliktlösung geben, wenn nicht Beteiligung der verschiedenen politischen Meinungen im demokratischen Raum akzeptiert wird. Es wird das Recht auf freie Meinungsäußerung verletzt und der Möglichkeit, sich für notwendige Veränderung des jetzigen s Zustandes der Ungleichheit und Ungerechtigkeit ein zu setzten.
Als Kongress der Völker – Europa fordern wir Garantien für die politischen Beteiligung, der Ausübung sozialer Proteste und der freien Meinungsäußerung in Kolumbien und wir rufen die internationale Gemeinschaft auf, sich mit uns in diesen Forderungen zu solidarisieren.
Es ist fundamental, dass das kolumbianische politische und juristische System die Legitimität anderer Visionen und Lebenskonzepte akzeptiert, die Gesellschaft und Wirtschaft sich um die Ausgeschlossenen kümmert.
The Colombian Congress of the Peoples (Europe) presents the following questions, denunciations and demands:
Persecution and scapegoating against Colombian social and political movements continues.
The Colombian Congress of the Peoples brings to the attention of the international community the action of the National Police and the Prosecutor-General’s office, which on July 8th arrested 15 people in Bogotá on the alleged charges of “terrorism, criminal conspiracy, damage to property and rebellion”. A narrative is being concocted by some of the media and government agencies which labels them as members of the ELN and as being responsible for recent bombings in Bogotá. This is a judicial version of the military tactic of proclaiming “false positives”, where in response to political pressure to show results in the campaign against subversion, they have been chosen as scapegoats in order to justify repression.
Among those arrested are feminists renowned for their defence of women’s right to choose, students, men and women prominent as community leaders, journalists, philosophers and young people involved in such organisations as the Coordinador Nacional Agrario (Peasant Confederation) or the National Youth Network for Social Transformation (TEJUNTAS). There are also people active in the defence of high-quality public education through organisations such as Student Identity and the Broad National Student Conference (MANE), and environmentalists working for urban renewal for the common good.
Another important point is that several of those arrested were under threat from paramilitary groups during the last few months. Alexander Tibacuy, a member of the Peoples’ Congress, was arbitrarily detained on February 23rd, and Carlos Alberto Pedraza, leader of the 2014 peasant marches and also a member of the Peoples’ Congress, was murdered on January 21st. These events show a planned and growing pattern of persecution against our organisation, since the same model of harassment as was applied previously against other political and social movements is being repeated.
The Colombian Peoples’ Congress (Europe) asks the Colombian government:
Does the government want to make peace with the armed insurgency while declaring war on alternative social and political movements like the Peoples’ Congress?
Do the government and the pro-government media want to maintain their strategy of accusing social and political organisations of being linked to insurgent movements so as to justify their extermination or their political disqualification?
The Colombian Congress of the Peoples (Europe), which exists among the Colombian diaspora, demands of the Colombian authorities the immediate release, guarantees of due process and respect for the physical integrity of those arrested, both men and women. The treatment meted out to members of the Peoples’ Congress is anti-democratic because it denies the right of legitimate opposition. It is not possible to advance in a process of conflict resolution if distinct political movements are denied their participation in democratic forums and are denied the right of free expression and to work to bring about necessary changes in the current state of inequality and injustice. As the Congress of the Peoples we demand guarantees of political participation, of the right to social protest and freedom of expression in Colombia, and we call upon the international community to express solidarity with our struggles and demands.
It is essential that the Colombian political and judicial system should accept and respect the right to hold different views and conceptions of life, society and the economy for the benefit of the excluded.
