The humanitarian caravan that traveled through the municipalities of Socha, Socot\u00e1, Pisba, and Paya in the department of Boyac\u00e1 ended with a unanimous call: communities, along with social, peasant, human rights organizations, and the media, urgently demand the construction of a road that will improve their living conditions.<\/strong><\/em><\/p>\n\n\n\n

On September 28, in the community of El Santuario (Socot\u00e1), a roundtable for consultation and negotiation was set up between the Corredor Humanitario Ruta Libertadora<\/em> Association and state institutions. Its objective is to get the Colombian state to respond to a long-standing demand of the communities: the construction of 32 kilometers of road that would transform the quality of life of their inhabitants.<\/p>\n\n\n\n

Participants in the Caravan, which took place from September 26th<\/sup> to 28th<\/sup>, were able to confirm the repeated complaints of the community.<\/p>\n\n\n\n

The urgency of building a road<\/strong><\/p>\n\n\n\n

Social organizations, media, human rights defenders, and government representatives were able to document the difficult conditions faced by communities due to state neglect, economic insecurity, environmental degradation, and the ongoing violation of their rights.<\/p>\n\n\n\n

Peasant senator Robert Daza, Presidential Advisor for the Regions Luz Mar\u00eda M\u00fanera, and representative of the Governor of Boyac\u00e1 Nini Johana Moreno participated in the discussion. The Defensor\u00eda del Pueblo<\/em> [Ombudsman Office] attended only the first day and, without explanation, left the event.<\/p>\n\n\n\n

Luz Mar\u00eda M\u00fanera committed to promoting actions to advance the construction of the road. Senator Daza and other national officials took the same stance and recognized the urgency of the work. For her part, Nini Johana Moreno committed to presenting the community’s demands to Governor Carlos Amaya.<\/p>\n\n\n\n

The communities hope that, in the coming days, state entities will take concrete measures regarding the requested road.<\/p>\n\n\n\n

Mayors disconnected from communities<\/strong><\/p>\n\n\n\n

Representatives from the town halls of Socha, Socot\u00e1, Pisba, and Paya did not attend the closing ceremony, despite having been invited and informed several weeks in advance.<\/p>\n\n\n\n

One of the most criticized cases was that of the mayor of Socot\u00e1, Adiel Panqueba Ch\u00eda, who openly stigmatized communities and social organizations, insinuating links with armed groups and claiming that the caravan \u201cwas there for tourism.\u201d This, despite the fact that the main demand is the construction of the road.<\/p>\n\n\n\n

Farmers in the region said that during the last political campaign, Panqueba had promised to support the construction of the road, a promise he did not keep. Although the community organized raffles and fundraising events to raise money, the mayor threatened to send the police if they began work on the road.<\/p>\n\n\n\n

On September 26th<\/sup>, the mayor denied having any knowledge of the caravan, even though his administration, like the other entities, had been informed of it several weeks earlier. He did not attend the roundtable discussion on September 28th<\/sup>.<\/p>\n\n\n\n

In response to this situation, one of the human rights defenders present filed a complaint with the representative of the department of Boyac\u00e1, in hope that the stigmatizing statements made by Mayor Panqueba and other local officials will be investigated.<\/p>\n\n\n\n

In response to the environmental arguments put forward by some opponents of the road, the peasant communities pointed out that they had always protected the Pisba p\u00e1ramo and that it was possible to build a road with minimal impact on the environment.<\/p>\n\n\n\n

They also pointed out ironically that if the region contained oil or other valuable resources, the road would already have been built. They therefore doubt that the institutions’ real concern is the environment.<\/p>\n\n\n\n

Rights denied<\/strong><\/p>\n\n\n\n

Colombia Informa<\/em> accompanied the caravan and witnessed firsthand the communities’ longstanding demands. Although this region is part of the Ruta Libertadora<\/em>, crossed more than 200 years ago by Sim\u00f3n Bol\u00edvar’s army, its inhabitants still have no roads and must travel for hours on foot or by mule or horse.<\/p>\n\n\n\n

The population denounced the fact that, on several occasions, sick people have died on the way, unable to reach the hospital in time. Although the communities improvise stretchers and join forces to transport their relatives or neighbors, the journey through the cold Pisba p\u00e1ramo is long and dangerous.<\/p>\n\n\n\n

Transporting a loved one can take eight to ten hours on foot only to reach a vehicle and then travel to the distant hospitals of Boyac\u00e1.<\/p>\n\n\n\n

Other rights not respected<\/strong><\/p>\n\n\n\n

The lack of roads also prevents the peasants from selling their products, such as coffee, bananas, potatoes, and meat. Many residents are leaving the region due to the lack of jobs, of education, and the inability to sell their crops, not to mention the difficulties in improving their homes, as they cannot transport building materials.<\/p>\n\n\n\n

Added to this is the lack of electricity, internet, telephone, and water and sewer services, which are essential for a dignified life, and to which the communities still have no access.<\/p>\n\n\n\n

With the end of the Caravan and the establishment of a Consultation Table, the communities are hopeful that the national government, the departmental government, and the relevant entities will keep their promise to build the 32 kilometers of road that have the potential to change the lives of farming families in this region of Boyac\u00e1.<\/p>\n\n\n\n

La caravane humanitaire qui a parcouru les municipalit\u00e9s de Socha, Socot\u00e1, Pisba et Paya dans le d\u00e9partement de Boyac\u00e1 s’est termin\u00e9e dans un appel unanime : les communaut\u00e9s, ainsi que les organisations sociales, paysannes, de d\u00e9fense des droits humains et les m\u00e9dias, exigent de toute urgence la construction d’une route qui am\u00e9liorera leurs conditions de vie.<\/strong><\/em><\/p>\n\n\n\n

Le 28 septembre, dans la communaut\u00e9 d’El Santuario (Socot\u00e1), une Table de concertation et de n\u00e9gociation a \u00e9t\u00e9 mise en place entre l’Association Corredor Humanitario Ruta Libertadora<\/em> et les institutions \u00e9tatiques. Son objectif est d’amener l’\u00c9tat colombien \u00e0 r\u00e9pondre \u00e0 une revendication historique des communaut\u00e9s : la construction de 32 kilom\u00e8tres de route qui transformeraient la qualit\u00e9 de vie de leurs habitant\u00b7es.<\/p>\n\n\n\n

Les participant\u00b7es \u00e0 la caravane, qui s’est d\u00e9roul\u00e9e du 26 au 28 septembre, ont pu confirmer les plaintes r\u00e9p\u00e9t\u00e9es des paysan\u00b7nes de la r\u00e9gion.<\/p>\n\n\n\n

L\u2019urgence de la construction d\u2019une route<\/strong><\/p>\n\n\n\n

Organisations sociales, m\u00e9dias, d\u00e9fenseur\u00b7es des droits humains et repr\u00e9sentant\u00b7es du gouvernement ont document\u00e9 les conditions difficiles auxquelles sont confront\u00e9es les communaut\u00e9s en raison de l’abandon de l’\u00c9tat, de la pr\u00e9carit\u00e9 \u00e9conomique, de la d\u00e9t\u00e9rioration de l’environnement et de la violation continue de leurs droits.<\/p>\n\n\n\n

Le s\u00e9nateur paysan Robert Daza, la Conseill\u00e8re pour les r\u00e9gions de la Pr\u00e9sidence de la R\u00e9publique Luz Mar\u00eda M\u00fanera, et la repr\u00e9sentante du gouverneur de Boyac\u00e1 Nini Johana Moreno, ont particip\u00e9 \u00e0 la mise en place de la table ronde. La Defensor\u00eda del Pueblo<\/em> [bureau des d\u00e9fenseur\u00b7es du peuple] n’a assist\u00e9 qu’\u00e0 la premi\u00e8re journ\u00e9e et, sans aucune explication, a quitt\u00e9 l’activit\u00e9.<\/p>\n\n\n\n

Luz Mar\u00eda M\u00fanera s’est engag\u00e9e \u00e0 promouvoir des actions visant \u00e0 faire avancer la construction de la route. Le s\u00e9nateur Daza et d’autres fonctionnaires nationaux ont adopt\u00e9 la m\u00eame attitude et reconnaissent l’urgence des travaux. Pour sa part, Nini Johana Moreno s’est engag\u00e9e \u00e0 pr\u00e9senter les revendications de la communaut\u00e9 au gouverneur Carlos Amaya.<\/p>\n\n\n\n

Les communaut\u00e9s esp\u00e8rent que, dans les prochains jours, les entit\u00e9s \u00e9tatiques prendront des mesures concr\u00e8tes concernant la route r\u00e9clam\u00e9e.<\/p>\n\n\n\n

Mairies d\u00e9connect\u00e9es des communaut\u00e9s<\/strong><\/p>\n\n\n\n

Les repr\u00e9sentant\u00b7es des mairies de Socha, Socot\u00e1, Pisba et Paya n’ont pas particip\u00e9 \u00e0 la c\u00e9r\u00e9monie de cl\u00f4ture, bien qu’ils aient \u00e9t\u00e9 invit\u00e9\u00b7es et inform\u00e9\u00b7es plusieurs semaines \u00e0 l’avance.<\/p>\n\n\n\n

L’un des cas les plus critiqu\u00e9s a \u00e9t\u00e9 celui du maire de Socot\u00e1, Adiel Panqueba Ch\u00eda, qui a stigmatis\u00e9 les communaut\u00e9s et les organisations sociales, insinuant l’existence de liens avec des groupes arm\u00e9s et affirmant que la caravane \u00ab \u00e9tait l\u00e0 pour faire du tourisme \u00bb. Et ce, alors que la revendication principale est la construction d’une route.<\/p>\n\n\n\n

Les paysan\u00b7nes de la r\u00e9gion ont racont\u00e9 que pendant la derni\u00e8re campagne \u00e9lectorale, Panqueba avait promis de soutenir la construction de la route, promesse qu’il n’a pas tenue. Bien que la communaut\u00e9 ait organis\u00e9 des tirages et des collectes de dons pour r\u00e9colter des fonds, le maire a menac\u00e9 d’envoyer la police s’ils commen\u00e7aient les travaux sur la route.<\/p>\n\n\n\n

Le 26 septembre, le maire a ni\u00e9 avoir connaissance de la caravane, bien que son administration, comme d’autres entit\u00e9s, en ait \u00e9t\u00e9 inform\u00e9e plusieurs semaines auparavant. Il n’a pas non plus assist\u00e9 \u00e0 la mise en place de la table de concertation du 28 septembre.<\/p>\n\n\n\n

Face \u00e0 cette situation, l’un des d\u00e9fenseurs des droits humains pr\u00e9sents a d\u00e9pos\u00e9 une plainte aupr\u00e8s de la repr\u00e9sentante du d\u00e9partement de Boyac\u00e1 afin que les d\u00e9clarations stigmatisantes du maire Panqueba et d’autres responsables locaux fassent l’objet d’une enqu\u00eate.<\/p>\n\n\n\n

Face aux arguments environnementaux avanc\u00e9s par certain\u00b7es opposant\u00b7es \u00e0 la route, les communaut\u00e9s paysannes ont pr\u00e9cis\u00e9 qu’elles avaient toujours prot\u00e9g\u00e9 le p\u00e1ramo de Pisba et qu’il \u00e9tait possible de construire une route avec un impact minimal sur l’environnement.<\/p>\n\n\n\n

En outre, elles ont fait remarquer avec ironie que si la r\u00e9gion recelait de p\u00e9trole ou d’autres ressources pr\u00e9cieuses, la route serait d\u00e9j\u00e0 construite. Elles doutent donc que la v\u00e9ritable pr\u00e9occupation des institutions soit l’environnement.<\/p>\n\n\n\n

Droits bafou\u00e9s<\/strong><\/p>\n\n\n\n

Colombia Informa<\/em> a accompagn\u00e9 la caravane, et a pu constater en personne les revendications historiques des communaut\u00e9s. Bien que cette r\u00e9gion fasse partie de la Ruta Libertadora, travers\u00e9e il y a plus de 200 ans par l’arm\u00e9e de Sim\u00f3n Bol\u00edvar, ses habitant\u00b7es ne disposent toujours d’aucune route et doivent parcourir pendant de longues heures des sentiers \u00e0 l’aide de mules et de chevaux.<\/p>\n\n\n\n

La population a d\u00e9nonc\u00e9 le fait que, \u00e0 plusieurs reprises, des personnes malades sont d\u00e9c\u00e9d\u00e9es en chemin, n’ayant pas pu arriver \u00e0 temps \u00e0 l’h\u00f4pital. Bien que les communaut\u00e9s improvisent des civi\u00e8res et s’unissent pour transporter leurs proches ou leurs voisins, le trajet \u00e0 travers le froid du p\u00e1ramo de Pisba est long et dangereux.<\/p>\n\n\n\n

Transporter un \u00eatre cher peut prendre de huit \u00e0 dix heures \u00e0 pied, avant d\u2019arriver \u00e0 un v\u00e9hicule et, de l\u00e0, se rendre dans les h\u00f4pitaux \u00e9loign\u00e9s du Boyac\u00e1.<\/p>\n\n\n\n

Autres droits non respect\u00e9s<\/strong><\/p>\n\n\n\n

L’absence de route emp\u00eache \u00e9galement les paysan\u00b7nes de commercialiser leurs produits tels que le caf\u00e9, les bananes, les pommes de terre et la viande. De nombreux habitant\u00b7es quittent la r\u00e9gion en raison du manque d’emplois, d’\u00e9ducation et de l’impossibilit\u00e9 de vendre leurs r\u00e9coltes, sans compter les difficult\u00e9s pour am\u00e9liorer leurs logements, car ils ne peuvent pas transporter les mat\u00e9riaux de construction.<\/p>\n\n\n\n

\u00c0 cela s’ajoute l’absence d’\u00e9lectricit\u00e9, d’Internet, de t\u00e9l\u00e9phonie, d’aqueduc et d’\u00e9gouts, services de base indispensables \u00e0 une vie dans la dignit\u00e9, et auxquels les communaut\u00e9s n’ont pas acc\u00e8s.<\/p>\n\n\n\n
