La Organizaci\u00f3n Nacional Ind\u00edgena de Colombia – ONIC, denuncia, rechaza, repudia ante la opini\u00f3n p\u00fablica, a los organismos defensores de los Derechos Humanos nacionales, internacionales y a las instituciones del Estado colombiano responsables de garantizar la vida y la integridad de los Pueblos Ind\u00edgenas, el asesinato de un dirigente ind\u00edgena Embera en el Riosucio Choc\u00f3 de CAMIZBA – ASOREWA.<\/p>\n
Se trata de Aquileo ‘Aquileito’ Mecheche Baragon, del Resguardo de Rio Chintad\u00f3 jurisdicci\u00f3n del Municipio de RioSucio, ex presidente del Cabildo Mayor Ind\u00edgena del Bajo Atrato CAMIZBA \u2013 ASOREWA, y rector desde hace siete a\u00f1os de la Instituci\u00f3n Educativa Ind\u00edgena Jagual y defensor de DDHH.<\/p>\n
El hecho ocurri\u00f3 en la cabecera municipal de RioSucio Choc\u00f3, la noche de ayer, 12 de abril de 2019, siendo las 10:00 p.m, el l\u00edder ind\u00edgena Aquileo Mecheche Baragon, de 52 a\u00f1os de edad fue sacado de su residencia y asesinado diagonal a las instalaciones de CAMIZBA tras recibir tres impactos de balas en el rostro. Precisamente luego de salir del territorio una misi\u00f3n humanitaria, a ra\u00edz del alto riesgo que padecen comunidades y pueblos ind\u00edgenas y afros en la regi\u00f3n. Adicionalmente, el compa\u00f1ero Mecheche fue uno de los l\u00edderes que encabez\u00f3 la Minga del Choc\u00f3, desarrollada en el mes de noviembre del 2018, cuando m\u00e1s de 400 ind\u00edgenas se trasladaron a la ciudad de Bogot\u00e1 con el fin de exigir garant\u00edas de seguridad y vida digna en sus territorios. En el marco de esta minga, en di\u00e1logo directo con el Alto Comisionado para la Paz de la Presidencia de la Rep\u00fablica, Aquileo denunci\u00f3 las m\u00faltiples amenazas recibidas por parte de las Autodefensas Gaitanistas de Colombia (AGC).<\/p>\n
Las m\u00e1s recientes amenazas y hostigamientos sucedieron los d\u00edas 25 y 27 de marzo de 2019, cuando hombres pertenecientes al grupo armado AGC ingresaron a la comunidad El Jagual con el fin de intimidar, hostigar y amenazar a toda la comunidad, y especialmente al compa\u00f1ero Aquileo. Posteriormente, el d\u00eda 27 de marzo, mientras la comunidad se encontraba a la espera de la llegada de la Misi\u00f3n Humanitaria, se desataron en este lugar enfrentamientos entre el Ej\u00e9rcito Nacional y las AGC, dejando en medio a la poblaci\u00f3n ind\u00edgena de esta zona.<\/p>\n
Estos hechos fueron denunciados por parte de la Consejer\u00eda de Derechos Humanos de la ONIC, y se hizo un llamado urgente a las diferentes instituciones del Estado, Ministerio P\u00fablico y organismos internacionales tomar acciones inmediatas y efectivas para la protecci\u00f3n de la vida y la integridad de toda la comunidad y del l\u00edder ind\u00edgena Aquileo.<\/p>\n
Finalmente, en el marco de la Minga Nacional por la Vida, se reiteraron las denuncias, peticiones y exigencias frente a estos hechos a la Unidad Nacional de Protecci\u00f3n, a la Fiscal\u00eda General de la Naci\u00f3n y dem\u00e1s instituciones que hicieron presencia en la Minga. Espec\u00edficamente se lleg\u00f3 a un acuerdo con la UNP, en atenci\u00f3n a los incumplimientos evidentes de los acuerdos de la Minga Choc\u00f3 del mes de noviembre, y se espera que para la \u00faltima semana del mes de mayo se adelante un CERREM colectivo ind\u00edgena en el departamento del Choc\u00f3. Sin embargo consideramos pertinente, y exigimos acciones inmediatas y efectivas por parte de todas las instituciones del Estado frente a los hechos ocurridos y a los que puedan ocurrir.<\/p>\n
Este fatal resultado infortunadamente es un hecho anunciado, cuya causa fuera denunciado por CAMIZBA desde el 2015, y lo m\u00e1s reciente por la ONIC el pasado 4 de marzo, \u201clas comunidades de los Pueblos Ind\u00edgenas Embera Kat\u00edo, Embera D\u00f3bida, Sen\u00fa y Wounaan del Bajo Atrato se encuentran en situaci\u00f3n de confinamiento por las acciones de los grupos armados al margen de la ley que se identifican como AUTODEFENSAS GAITANISTAS DE COLOMBIA \u2013 AGC y el EJ\u00c9RCITO DE LIBERACI\u00d3N NACIONAL \u2013 ELN, adem\u00e1s de la militarizaci\u00f3n permanente por parte del Ej\u00e9rcito Nacional\u201d. Como resultado de la #MingaChoc\u00f3PorLaVida en noviembre pasado, el Gobierno Nacional hab\u00eda asumido el compromiso de verificar la situaci\u00f3n en los territorios para controlar la grave crisis, no obstante, las confrontaciones militares son permanente en los territorios, generando graves riesgos para las comunidades por la situaci\u00f3n de conflicto armado que se recrudece en la regi\u00f3n y los enfrentamientos con los otros actores armados, adem\u00e1s de las violaciones al Derecho Internacional Humanitario que esto representa, dejando en lo que va de este a\u00f1o, por lo menos a 8 menores ind\u00edgenas muertos, ante carencia de atenci\u00f3n m\u00e9dica en su territorio, y oportuna salida a otros lugares en busca de ayuda m\u00e9dica.<\/p>\n
Es perentorio que se aceleren las medidas de protecci\u00f3n, de manera coordinada con las autoridades ind\u00edgenas, y se tomen las medidas de protecci\u00f3n espiritual y f\u00edsica para armonizar y prevenir las m\u00faltiples violaciones a los derechos humanos que atentan contra los territorios ind\u00edgenas ancestrales y la pervivencia de nuestros pueblos.<\/p>\n
Como Organizaci\u00f3n Nacional ind\u00edgena de Colombia \u2013 ONIC, acompa\u00f1amos y nos solidarizamos con los pueblos hermanos y organizaciones ind\u00edgenas y afros del Choc\u00f3, ante la grave situaci\u00f3n de derechos humanos y derechos de los Pueblos en la que se encuentran en el departamento del Choc\u00f3 e general.<\/p>\n
Ante estos hechos, como ONIC reiteramos el llamado de URGENTE a S.O.S, a todas las instituciones garantes de los DDHH tanto del orden nacional como regional, a cumplir los acuerdos suscritos en la #MingaChoc\u00f3PorLaVida para garantizar la Vida y la Autonom\u00eda y dem\u00e1s derechos que le asisten a los Pueblos Ind\u00edgenas afectados, no esperemos m\u00e1s asesinatos, responsabilizamos al Gobierno Nacional de cualquier otro hecho delictivo y violento que pueda ocurrir en esta zona. A la comunidad internacional velar por el cumplimiento de acuerdos, y protecci\u00f3n de la Vida.<\/p>\n

The National Indigenous Organization of Colombia – ONIC, denounces, rejects, repudiates before public opinion, the national and international human rights defense organizations and the institutions of the Colombian State responsible for guaranteeing the life and integrity of Indigenous Peoples, the murder of an Embera indigenous leader in the Riosucio Choc\u00f3 of CAMIZBA – ASOREWA.<\/p>\n
It is Aquileo ‘Aquileito’ Mecheche Baragon, from the Chintad\u00f3 river jurisdiction Reserve of the Municipality of RioSucio, former president of the Indigenous Cabildo of Bajo Atrato CAMIZBA – ASOREWA, and rector for seven years of the Jagual Indigenous Educational Institution and defender of Human Rights.
\nThe incident occurred last night in the municipal seat of RioSucio Choc\u00f3, April 12, 2019, at 10:00 pm. The indigenous leader Aquileo Mecheche Baragon, 52 years old, was taken from his residence and killed diagonally from the CAMIZBA facilities after receiving three shots to the face. Precisely after leaving the territory a humanitarian mission, because of the high risk suffered by indigenous and Afro communities and peoples in the region. News in development.
\nAdditionally, Comrade Mecheche was one of the leaders who headed the Minga del Choc\u00f3, which was held in November 2018, when more than 400 indigenous people moved to the city of Bogot\u00e1 in order to demand guarantees of safety and a dignified life in their territories. Within the framework of this Minga, in direct dialogue with the High Commissioner for Peace of the Presidency of the Republic, Aquileo denounced the multiple threats received by the Gaitanist Self-Defense Forces of Colombia (AGC).
\nThe most recent threats and harassment occurred on March 25 and 27, 2019, when men belonging to the AGC armed group entered the community of El Jagual in order to intimidate, harass and threaten the entire community, and especially the compa\u00f1ero Aquileo. Later, on March 27, while the community was waiting for the arrival of the Humanitarian Mission, clashes broke out between the National Army and the AGC, leaving the indigenous population in this area in the middle of this armed fire.
\nThese facts were denounced by the Human Rights Council of the ONIC, and an urgent call was made to the different institutions of the State, Public Prosecutor’s Office and international organizations to take immediate and effective actions for the protection of life and the integrity of all the community and the indigenous leader Aquileo.
\nFinally, within the framework of the National Minga for Life, the complaints, petitions and demands of these events were repeated to the National Protection Unit, the General Prosecutor’s Office of the Nation and other institutions that were present in the Minga. Specifically, an agreement was reached with the UNP, in response to evident breaches of the agreements of the Minga Choc\u00f3 in November, and a collective indigenous CERREM is expected by the last week of May in the department of the Choc\u00f3. However, we consider it pertinent, and we demand immediate and effective actions by all the institutions of the State regarding the events that have occurred and those that may occur.<\/p>\n
This fatal result is unfortunately an announced act, whose cause was denounced by CAMIZBA since 2015, and most recently by the ONIC on March 4, \u00abthe communities of the Indigenous Peoples Embera Kat\u00edo, Embera Dobida, Sen\u00fa and Wounaan del Bajo Atrato are in a situation of confinement due to the actions of armed groups outside the law that identify themselves as the AUTODEFENSAS GAITANISTAS DE COLOMBIA – AGC and the ARMY OF NATIONAL LIBERATION – ELN, in addition to the permanent militarization by the National Army. \u00bb See press release: https:\/\/www.onic.org.co\/comunicados-onic\/2810-onic-denuncia-la-grave-situacion-de-derechos-humanos-de-los-pueblos-embera-katio-dobida-zenu -and-wounaan-del-bajo-atrato-por-acciones-de-actores-armed-en-el-territorio
\nAs a result of the # MingaChoc\u00f3PorLaVida last November, the National Government had assumed the commitment of verifying the situation in the territories to control this serious crisis, however, the military confrontations are permanent in the territories, generating serious risks for the communities due to the situation of armed conflict that is worsening in the region and the confrontations with the other armed actors, in addition to the violations of International Humanitarian Law that this represents, leaving so far this year, at least 8 indigenous children killed, lack of medical attention in its territory, and needed departure to other places in search of medical help.
\nIt is imperative that protection measures be accelerated, in coordination with the indigenous authorities, and that measures of spiritual and physical protection be taken to harmonize and prevent the multiple human rights violations that threaten the ancestral indigenous territories and the survival of our peoples.<\/p>\n
As the National Indigenous Organization of Colombia – ONIC, we accompany and we stand in solidarity with the fraternal peoples and indigenous and Afro-descendant organizations of Choc\u00f3, in the face of the serious situation of human rights and the rights of the Peoples that the Department of Choc\u00f3 as well as other regions in general face.
\nGiven these facts, as ONIC we reiterate the call of URGENT SOS to all the institutions that guarantee human rights both nationally and regionally, to comply with the agreements signed in #MingaChoc\u00f3PorLaVida to guarantee Life and Autonomy and other rights that assist the affected Indigenous Peoples, let us not expect more murders, we hold the National Government responsible for any other criminal and violent act that may occur in this area. To the international community to watch over the fulfillment of agreements, and protection of Life.
