We are here to commemorate those who were massacred by paramilitaries 17 years ago, but this war continues. We need to keep the faith and to hope, because in a war, to hope is to resist, and a people that resists cannot be destroyed.’

The words of the priest were sometimes lost in the wind of the high mountain paramo, but those who had travelled the long, desolate road to reach this bleak, beautiful and lonely place, called ‘La Sarna’, in the mountains of Boyacá did not fail to hear him.

Father Carlos Alberto Prias was speaking at a mass in memory of 15 workers and campesinos, murdered by men paid to commit brutal acts of indiscriminate terror with the connivance, and the protection, of a state whose elite would admit no opposition.

La Red de Hermandad y Solidaridad accompanied to the commemoration the families of those killed, and also 1,000 comrades and compañeros from Congreso de los Pueblos, Asociación Nacional Campesina José Antonio Galán Zorro (ASONALCA), the Asociación Nacional de Jóvenes y Estudiantes de Colombia (ANJECO), and other community organisations who attended in solidarity.

Seventeen years ago, on Saturday, 1 December 2001, men in military uniforms stopped a small bus that had climbed the winding mountain road from Sogamoso to reach La Sarna, on the 3,000 metre high plateau, and which was on its way to the small pueblo of Labranzagrande, still two hours distant amongst the mountains at the edge of the llanos.

The paramilitaries ordered the driver, Hernando Gómez Garavito, to block the road with the bus, before shooting out the tires. After forcing the passengers to leave the bus, the men separated two children and an elderly woman, and ordered those remaining, including the bus driver and his 17 year old assistant, Luis Miguel Melo Espitia, to lie face down on the desolate road.

That December morning, at the height of the paramo, the wind was cold, low gray clouds covered the rocky slopes of the mountains overshadowing the road and a misty rain silenced the air. Even if the skies had been clear, in this stretch of the paramo there were no other roads, no ranches, no hamlets – noone else to hear the gunshots that ended fifteen lives.

Luis Angel Gil Orduz, 30; Mercedes Rivera, 22; Luis Arturo Cárdenas, 29; Isidro Alba Guío, 54; Gonzalo Rincón Barrera, 30; José Antonio Monguí Pérez, 52, and Herminda Blanco de Peña, 44, were workers.

Abel Cudris Rodríguez, 52; José Bertulfo Noa Rosas, 50, and Jairo Isidoro Peña, 48, were campesinos.

Tania Leonor Correa Pidiachi, 21; Jonh Fredy Poveda Bayona, 17, and Luis Alejandro Pérez Fernández, 22, were students.

Together with Hernando, the bus driver, and Luis Miguel, his assistant, all received a bullet to the back of the head.

Ten years later, one of the terrorists who participated in the murders testified that a commander of the paramilitary death squad Autodefensas Campesinas de Casanare (ACC), had accused everyone on the bus of being an Ejército de Liberación Nacional (ELN) guerrilla fighter, and arbitrary ordered their execution.

However, according to declarations by paramilitaries who demobilised under the 2005 Justice and Peace law – which allowed terrorists to confess their crimes in return for light jail sentences – the murders were committed by the ACC as a show of force, in order to declare the road between the mountains and the llanos as ‘their’ territory in a dispute with other paramilitary drug cartels, and with the connivance and protection of the Colombian military and police.

After 17 years, the only man convicted of participation in the massacre has been a member of the Colombian state’s Military Intelligence Brigade, who was sentenced to 40 years in jail for supplying the killers with guns from the army.

Evidence has suggested that another military intelligence officer coordinated the massacre, while a court ordered that a former commander of a Colombian Army Artillery Battalion, and also the local police, be investigated for allowing the paramilitaries free reign in the area.

At the commemoration, families of those killed demanded justice, and to know the truth about why their relatives were killed with the complicity of the state. ‘We want a Colombia that respects us all,’ one of the victim’s mothers declared.

‘Our territory is a land of peace, and we will never forget those who lost their lives unjustly,’ Carlos Alberto Monguí, from the campesino organisation ASONALCA, insisted. ‘The dead will not let us forget them, and for this reason, we have to organise in their memory.’

ANJECO organiser Jonathan Carmago emphasised that the impunity for paramilitary killers continues in Colombia to this day: ‘Guarantees from the state of non-repetition of such violence are violated when our social movement leaders are being imprisoned and stigmatized for their work right now.’

Congreso de los Pueblos human rights defender Tatiana Triana urged campesinos and workers to ‘continue resisting and fighting for a dignified life, because the dreams of those who died did not die with them.’

Father Prias, the priest of the Church of the Rosary in Sogamoso, ended the commemorative mass with a fierce call for Colombians to remember that ‘the memories of our dead strengthen our struggle.’

‘Don’t listen to the lies of RCN and Canal Caracol, don’t let them fool you. This is a wealthy country and there is no excuse for so much hunger – it is the rich who steal the bread from the poor.
